I had this same question some time ago, but no, you can't do that with Windows Movie Maker.

There's no setting in WMM where you can just reverse a clip. But what you can do is cut the clip at every frame and then put the single frames in the timeline in backwards order. It'll take a long time but it'll probably be worth it if it's a pretty short video.
There is none that I know of. Why don't you try professional video editing programs.
