On the left hand side, there is that panel labeled 1, 2, 3, 4... click 2 (edit movie) and then select 'make titles or credits'. you are limited to their preselected text options, but it's how you do it on WMM...

otherwise you'd have to use an outside program (www.thegimp.org) to open the picture, add the text in a text box, save the picture and import the new, edited picture, into WMM...
