Well, to make a .gif, you need to have still frames and then some software to play them together. That software is Photoshop, but to capture the frames might be a bit tricky. You can try Print Screen, which is a little button at the top right section of your keyboard that will take a screenshot of your monitor. Thing is, you can only store one shot at a time, so you'll be going back to the video after every time you take a screenshot, crop it, and make it part of a .gif. It's a bit complicated, but I think it'll work.

A .gif file is a series of still frames that are then played. It is considered to be a picture file and not a video file, like .wmv or .avi.
In order to get a .gif picture from a video clip, you would need to print screen each frame of your ,avi file and save them as individual photos. You can then use several kinds of software to put them in order and animate it.
It can be a bit tedious, some programs work better than others. It's been so long since I messed with .gif files that I forget the associated files, sorry.
Also, be warned, if you want a video that isn't choppy, you need to take size restraints into consideration. If there is a certain file limit on images that can be uploaded as avatars, then making a clip that plays at 20 or 30fps will likely be too large if they are more than a few seconds.
